SHA Subsurface Utility Designating, Locating and Plotting, Statewide, Maryland

A. Morton Thomas and Associates, Inc. is providing utility locating, designating and plotting services throughout Maryland on an as-needed basis for this $2 million on-call contract. Services include determining the location of all existing underground and above ground utilities within the limits of SHA construction projects; and providing services to determine how these existing utilities will be impacted by proposed SHA projects including all necessary test holes, research, field investigations, plotting, design analysis, and recommendations relative to impacts on existing or proposed utility systems.

Specific services have included:

  • Accurately and comprehensively identifying, characterizing, and mapping underground utility features
  • Designating utilities including indicating the presence of the horizontal location of underground utilities using geophysical prospecting techniques, including electromagnetic, magnetic, sonic or other energy fields
  • Locating utilities including obtaining precise horizontal and vertical position of the utility feature by excavating a test hole
  • Data management including the development and delivery of CADD or GIS data specifically including digitizing, attributing, and repositioning
  • Networking including establishing a topologically correct depiction of the utilities network indicating all point of connectivity, direction of flow, sources and sinks and impedances to flow
  • Management of task orders and deliverables including contract oversight and coordination

All projects services were performed in accordance with the Standards Guideline for the Collection and Depiction of Existing Subsurface Utility Data, American Society of Civil Engineers, 2003 (CI/ASCE 38-02).

Task assignments have included:

MD 212 Subsurface Utility Designating, Locating and Plotting Services: Provided for Utility Designating services for MD 212 from 200 feet south of Dayton Road to 480 feet north of Drexel Street (approximately 4,880 feet in length plus intersecting roads). Utility Service Connections for the Entire Project included 7 Residences (14 Service Connections for Gas and Water).

MD 210 Subsurface Utility Designating, Locating and Plotting Services: Provided for Utility Designating Services for MD 210 from the intersection of Kirby Hill Road north 3,400 feet and on MD 210 South 2,300 feet. In addition to MD 210, approximately 1,200 LF are included east on Livingston Road and 1,100 feet west on Kirby Hill Road. Lengths of utilities were estimated as follows - MD 210 - Telephone Mains (1) - 5,700 LF; Water Mains (1) - 5,700 LF; Sewer Mains (1) - 5,700 LF; Livingston Road - Water Mains (1) - 1,200 LF; Gas Mains (1) - 1,200 LF; Sewer Mains (1) - 1,200 LF; Kirby Road - Water Mains (1) - 1,100 LF; Gas Mains (1) - 1,100 LF; Sewer Mains (1) - 1,100 LF; Service Road off of MD 210 - Water Mains (1) - 800 LF; Gas Mains - 800 LF; Sewer Mains - 800 LF. Utility service connections for the entire project included 35 residences (70 service connections for gas and water).

Woodrow Wilson Bridge Project: AMT provided Utility Designation (Quality Level B) services including marking and identifying underground utilities described within the limits of the seven (7) boring locations on the Woodrow Wilson Bridge Project. Conductive utilities were marked utilizing Geophysical prospecting techniques in conjunction with radio, audio and electromagnetic equipment. A utility sweep was performed to identify any unknown conductive utilities. Non conductive utilities were marked utilizing above ground features, utility plats and/or as built and recollections. Utilities were marked utilizing standard marking paint and/or flags in accordance with APWA standard code to ensure accuracy in the collection of the information. Basic Maintenance of Traffic (MOT) was provided including cones and signs as needed.
