Water Quality Restoration - NPDES Compliance, Charles County, MD
A. Morton Thomas and Associates, Inc. provided design of three wetland SWM facilities at three locations in Charles County (Carrington Home Owners Association, Dr. Brown Elementary School and Middleton Elementary School) to meet their NPDES Program. The County's goals were to improve and provide water quality and to meet and/or exceed the County's requirements for SWM, improve wildlife habitat, and implement the watershed improvement projects that satisfy both environmental and community needs as outlined within the Charles County Watershed Restoration Study dated September 2004. All the projects are located within the Carrington Watershed. The SWM Pond designs were completed accordance with Charles County Stormwater Management & Storm Drainage Ordinance adopted July 1984, revised July 1, 2001, the MDE Design Manual Volumes I and II, and the Charles County Plans Preparation Package.
Additionally, the project involved participation with the two County schools, the students and the Community and Fish and Wildlife in planning and preparing design drawings. AMT also prepared contract documents and specifications, aided in obtaining all required permits (404 General Permit, County SWM, County E&S, County NRI/FSD) participate in public meetings, provide educational and training materials, coordinated and supervised the installation of plantings by students and community volunteers, hosted workshops, community outreach and support and provided construction phase services during construction.
