Hampshire Greens Environmental Monitoring and Compliance, Montgomery County
A. Morton Thomas and Associates, Inc. provided environmental monitoring services for the erosion/sediment control and stormwater management facilities for a 300 home/18 hole golf course project in Montgomery County. Montgomery County Department of Permitting Services required that the Developer and the County Revenue Authority hire an independent company to assist with the monitoring and inspection since it was such a large site and MDE had concerns over previous violations. AMT provided daily inspection in active construction areas and weekly inspections in inactive areas, as well as inspection for all facilities within 24 hours of a rainfall event exceeding 0.5". AMT also monitored the project site prior to any large weather storms and worked with the contractor to resolve any potential problems prior to the storm event. This was very successful and was a key ingredient to the contractor, developer, permitting agencies and AMT all working very well together.
AMT monitors ensured that all controls were constructed in accordance with the appropriate standards and plans, and the contractor was working within the proper sequence of construction. Additionally, recommendations were made to correct any potential problems with any of the facilities. AMT also provided up to date training for the contractor on some of the more recent changes to standard sediment control devices. Daily reports were prepared and issued to all parties.
Specific site duties included the inspection of the initial construction of 14 sediment traps and thousands of linear feet of silt fence, super silt fence, earth dikes, clean water diversions, and storm drain. Other duties included monitoring of the performance of approximately 35 sediment traps/basins and other controls throughout the entire site and the issuance of recommendations for maintenance of these facilities. AMT also monitored the limits of disturbance to make sure the contractor stayed within them, utility and culvert crossing work in wetlands and waterways, and forest clearing/tree save measures.
Mitigation construction documents were prepared for Bio-retention, surface sand filter, extended detention wetland marsh, pond dredging, and stream designs.
