AMTRAK BWI Station Environmental Assessments and Permitting, Maryland

For the initial project phase AMT conducted site investigation for the preparation of a forest stand delineation and specimen tree location plan; prepared report, application and transmittal letter to the State DNR Forest Service; compiled site data and mapped initial forest stands on and adjacent to the site; and prepared map package and letters to be forwarded to the DNR, Culture & Heritage Division and the Fish & Wildlife Service. AMT also determined initial forest conservation, tree protection and tree clearing areas; computed and prepared plan for reforestation requirements for deficits or cleared forested areas; prepared inventory and recommendations for specimen or individual trees; submitted initial FCP plan to DNR Forest Service for review and comments; and prepared Final Forest Conservation Plan and submitted to the DNR Forest Service for approval and permit.

Currently in support of the design and construction of a temporary access road to the BWI Station, AMT is obtaining a federal Consistency Determination for the temporary access road on AMTRAK property. As part of that process, AMT will identify the permits required including name of the permit; permitting agency name and address; permit fee; Statute or Regulation that defines the permit requirements; documentation required for submittal with the permit application and an estimate of time to prepare that documentation; identification of field work necessary to adequately document the above permits including time to complete the field work; estimation of duration of permit review and approval time; and establishment of the potential for expediting review and approval. In accordance with the nature of this project, the following activities within the Coastal Zone in Maryland may be required:

  • Erosion / sediment control and stormwater management from MDE.
  • Wetlands and Waterways permits from MDE and the US Army Corps of Engineers (ACE).
  • Water quality certification from MDE and the Corps of Engineers

Additionally, for Wetlands, Floodplain, and Waterway Construction (Section 404/401 Permit), AMT is providing research of existing records, drawings, reports and other data on the Stoney Run wetlands and stream system; delineation of the wetlands on AMTRAK property between Track #3 and the western property line, from the culvert on the south end of the southbound platform, to the first culvert north of the pipeline right-of-way; survey of each of the wetland flags (placed every 25 linear feet) so that a wetlands boundary can be created; preparation of a Wetland Delineation Report; set up of an Inter Agency Wetland coordination meeting with the ACE and MDE so that the project can be discussed prior to the 401/404 application being submitted. The supporting documentation, needed with the application, will include the delineation report, construction plans for stream crossings and in-stream work, erosion and sediment control plans for this work, floodplain analysis of waterways that will be adversely affected by the temporary access road, restoration plan of impacted wetlands, an avoidance analysis of other possible access routes for this project , data on the presence of any rare, threatened, or endangered species that habit the area, data on the presence of any cultural or historical areas.
