US 40 Feasibility Study, Howard County, Maryland
A. Morton Thomas and Associates, Inc. provided a feasibility study to investigate both short term (2010) and long term (2025) improvements along a one mile segment of US 40 in Howard County at specific locations.
Services included:
- Assembling data/program information from SHA and Howard County including existing traffic data, accident data, pedestrian access/usage information, engineering/environmental inventory, mapping and GIS information.
- Preparing data sheets summarizing traffic/accident and pedestrian data and preparing base plans.
- Documenting and analyzing existing traffic conditions including weekday morning and evening peak hour traffic volumes throughout the study area, and evaluation of queuing, level of service and weaving.
- Providing roadway/intersection improvement concepts at Rogers Avenue/US 40; US 40 North Ridge Road/Ridge Road; Westbound US 40 to SB US 29 ramp; Ellicott Center Drive/Rogers Avenue/Ridge Road; Lotte Plaza ramps; and northbound US 29 ramp to Ridge Road.
- Developing traffic forecasts for 2010 and 2025.
- Based on the outcome of the 2010 traffic analyses, recommending up to 10 alternatives at the various locations for further design and evaluation. Engineering tasks included preparation of typical sections, development of horizontal alignments, layout of horizontal/geometric designs at intersections, development of conceptual vertical profiles and cross sections as needed to establish ROW impacts, identification of major impacts (businesses, residents, environmental, utilities, traffic flow and safety), recommendation of signing for new traffic patterns/access, and mapping of improvements.
- Preparing preliminary cost estimates
