Observation Drive, Montgomery County, Maryland

AMT provided the following services in support of Montgomery County's vision for Observation Drive to extend the roadway in a north westerly direction from its current terminus at Waters Discovery Lane to the extension of Stringtown Road, while remaining entirely between the I 270 and MD 355 corridors:

Localized Travel Demand Forecasting: Using the raw Travel Forecast data provided by MNCPPC and SHA for the 2015 and 2030 design years, refined the data by redistribution of the traffic on the proposed Observation Drive facility.

LOS Analysis: Prepared level of service (LOS) analysis for six existing intersections (MD 121/Gateway Center Drive, MD 121/MD 355, MD 355/Stringtown Road, MD 355 Shawnee lane, MD 355/New Cut Road, and MD 355/Old Baltimore Road), and three major corridors (MD 121, MD 355, and Old Baltimore Road) in the immediate vicinity of the project.

Typical Sections: Beginning with the Master Plan envisioned typical section, AMT developed three typical section alternatives to meet the purpose of this project while considering environmental, right of way, and cost constraints.

Alignments: Once a single typical section was agreed upon, AMT utilized Geopak to begin development of conceptual horizontal and vertical alignments using the five foot contours provided by MCDPWT.

Public Input: Assisted MCDPWT in preparing for a public informational meeting including preparation of a letter and vicinity map to be mailed to area residents, property owners, and business owners; establishing a project mailing list based on residential and business addresses from MCDPWT; preparing display boards showing aerial photography, study corridor(s), and Master Plan alignment and typical section; preparing a PowerPoint presentation highlighting the purpose and need (as per the Master Plan), and potential macroscopic impacts (wetlands, streams, forests, community, etc.); and attending the public informational meeting.

Environmental Field Data Collection: Conducted field investigations to determine the presence of undocumented wetlands, streams, Waters of the US, floodplains, steep slopes, or other drainage areas.

Base Mapping: Utilizing the data provided by MCDPW&T, prepared base mapping used for conceptual alignment development, impact assessment, and public involvement efforts.
