Kenilworth Avenue / MD 201 Streetscape and Sidewalk Improvements, Prince George's County, MD

The Kenilworth Avenue Project was initiated by SHA in December 1997 as directed by Governor Parris Glendening in response to local community concerns over a recent and well-publicized fatal pedestrian accident involving a family attempting to cross the road. Directed to design improvements to alleviate potential dangers to both pedestrians and motorists, AMT provided preliminary and final design services and prepared construction plans and documents to improve approximately one mile of roadway and four signalized intersections (Kenilworth Avenue with East-West Highway, Edmonston Avenue, Riverdale Road, and Jefferson Street) for safer vehicular and pedestrian movement.

Specific project components included:

Route and Boundary Surveys: Obtained topographic and utility features by field surveys, established R/W lines, and developed plats for prescriptive easements.

Geometry: Established horizontal and vertical alignments for the 4-6 lane highway section. Created typical sections to allow for bike lanes as part of shoulders and sidewalks meeting ADA standard widths.

Intersections: Designed new and lengthened existing turn lanes, provided/modified signalization at four intersections, channelized traffic with improved raised islands, eliminated turn movements with center median and islands. Provided sight distance analysis for intersection sight distance.

Drainage/Stormwater Management: Provided extensions to and modifications of existing culverts and storm drainage collection/conveyance system. Procured MDE approval for stormwater management.

Maintenance of Traffic: Developed extensive MOT plans including phasing to maintain high volumes of traffic during construction.

To address the multiple needs of this project while limited by physical constraints (e.g. right-of-way), AMT pursued a design that incorporated innovative safety measures while increasing the aesthetic value of the surrounding environment. The design provided a safe haven for crossing pedestrians by widening the existing median; prevented pedestrian crossings where deemed unsafe by raising the median added green space by landscaping the medians; and enhanced community environment and safety through streetscape design which included adding sidewalks and bike lanes to both sides of the roadway. AMT also reduced the number of traffic lanes from six to four and added a three foot paved shoulder.

AMT was proud to earn the Maryland with Pride Award of Excellence for Design as recognition for the quality of the Kenilworth Avenue project from the Maryland State Highway Administration, the Federal Highway Administration, the Maryland Contractor Association, the Maryland Asphalt Association, the Maryland Concrete Pavement Association, the Maryland Transportation Authority, and the Consulting Engineers' Council.

The revitalization of the neighborhood was accomplished by allowing for a mix of income levels for the occupants / owners. Coop pricing was determined relative to income levels. Due to the award winning and successful design, the project attracted numerous market rate buyers of the row houses. This successful structure receives no subsidy to date to be maintained and operated.
