Ellen Wilson Housing Redevelopment, Washington, DC

As part of the Ellen Wilson Housing Development, A. Morton Thomas and Associates (AMT) provided full civil engineering and surveying services for the redevelopment of a 6 acre city block. The project was funded through the HOPE VI grant program, and consisted of a 155 unit residential development including a community center. It established a new city public street with associated Capitol Hill style row houses along with a new public alley and associated row houses. Plans were processed through the appropriate D.C. agencies including BZA.

Project components included:

Demolition Plan: The existing Ellen Wilson dwellings apartment buildings were demolished. Plans were prepared for the demolition of the buildings. Associated with that effort, plans included utilities abandonment and/or relocation and protection of existing utilities that remained in place during demolition. Also, a rough grading plan was developed including the use of building rubble to rough grade the site.

Roadways, I Street, SE: Provided design services for the construction of a new 600 LF roadway. Roadway plats were prepared and processed through the DC Government. Paving plans, road profiles and pavement sections were provided. Signage and striping plans were design according to MUTCD.

Virginia Avenue, SE, 7th Street and 6th Street Reconstruction: Provided roadway and streetscape improvements for existing roadways. New granite curbs and brick gutters were provided according to historic area designations. New brick sidewalks with tree planter boxes were designed. A drainage analysis was performed and storm drain inlet and piping upgrades were provided.

Utilities: Existing utilities at the site were investigated and abandoned or relocated as necessary. New water, sanitary sewer, and storm drain lines were designed. Plans were processed and approved through the District of Columbia Water and Sewer Authority (WASA). Existing utilities within the site were relocated in order to maintain service to adjacent properties. New electric line requirements for the project were coordinated through PEPCO as well as new gas line requirements through Washington Gas.

Stormwater Management: Underground storage and structural sand filters were provided. Plans were processed and approved by DCDPW and DCDOH.

Surveying/Plats: A boundary survey was performed and necessary plats were prepared and processed through the District of Columbia including street dedication, alley closing and plat of subdivision.

The Ellen Wilson project is an urban design that recreated a historically accurate Capitol Hill neighborhood. Both from the architecture of the row house to the layout and street and alley design, with brick gutters and granite curbs, a Capitol Hill neighborhood was recreated. From the civil / site perspective, sustainability was attained through erosion and sediment control during construction and stormwater quality and quantity control.
