On-Call Construction Engineering, City of Rockville, MD
A. Morton Thomas and Associates, Inc. has provided inspection, construction administration, and materials testing services for a number of capital projects and private development projects including water and sewer utilities, roads, bridges, structures, and environmental controls throughout the City. Services included field inspection; materials testing for soils, concrete, and asphalt; project documentation including photographic and video documentation; quantity verification; evaluation of traffic controls; claims analysis; preparation of as-built drawings, and construction management.
Specific aspects of this contract have included for the Falls Grove Development:
Water, Sewer, Storm Drain, and Utility Conduits - Provided inspection of the installation of all water, sewer and storm drain systems. Supervised the performance of all pressure and leakage tests. Inspected the installation of all utility conduits for conformance with WSSC standards and specifications.
Highways, Roads, and Culverts - Provided inspection of all subgrade and paving sections related to all roads, highway, infrastructure improvements, cub and gutter installations, and traffic control systems. Monitored compaction undercut and bridge operations. Inspected culvert structures, footers, steel placement, walls, and backfill.
Residential Right of Way Requirements - Provided inspection of all driveway aprons, handicap ramps, and sidewalks, and evaluated compaction test reports from testing agencies.
Sediment Control and Stormwater Management - Provided inspection of all temporary and permanent devices including silt fences, traps, basins, perimeter dikes, pipe slope drains, dewatering devices, inlet protection, sand filters, BMPs, ponds, and tree and wetland preservation.
Geotechnical Support - Provided supervision of testing conducted by geotechnical technicians for all concrete, asphalt, and all other installations requiring compaction. Also evaluated geotechnical reports.
Quality Control - Provided technical recommendations in meetings or field operations to resolve complex problems regarding installation of structures or best construction practices.
Additional Tasks have included:
Rockville Water Treatment Plant: Provided resident inspection of repair operations at the City of Rockville Water Treatment Plant. Services included concrete overlay operation inspections of Filter Media Tanks and water valve replacement. Current contract includes the monitoring of architectural, electrical and piping upgrades to the Plant.
Concrete overlay operation inspections resident inspection of repairs to 13 Bridges/Box Culverts which included bituminous concrete patches, milling, bituminous concrete overlay, and slurry seal application.
